End ICE Collaboration in Dauphin County



What is happening?

There has been a significant increase in ICE presence in Dauphin County. Government data obtained through Freedom of Information Act (FOIA) requests by the Deportation Data Project shows that ICE made at least 145 arrests in Dauphin County from February 1 to July 31, 2025—a staggering 630% increase from the same period in 2024. ICE is targeting immigrant and refugee community members, kidnapping and taking them from their families, and causing immense fear in our neighborhoods and communities.

As of March 2025, at least 20 Nepali-speaking Bhutanese community members from the greater Harrisburg area have been deported by ICE to Bhutan, a country that committed ethnic cleansing against them. We know that within 24 hours of the deportation, the Bhutanese government refuses to grant them citizenship and expels them, forcing our community members into statelessness.

We also know that the conditions at detention centers in PA and throughout the country are deplorable—at least 29 people have died so far in 2026.

What is a Welcoming County Resolution?

Dauphin County Commissioners must pass a Welcoming County Resolution that ensures that government employees are not communicating, data sharing, leasing to, or collaborating with immigration enforcement officials. Specifically, this policy would:

  • Ensure that personal information is not shared with immigration agencies without a judicial warrant, including law enforcement.

  • Prohibit agreements or contracts with immigration agencies to rent, lease or utilize facilities in the county.

  • No official, employee, or agency shall support or assist ICE, CBP, or other agencies without a warrant signed by a federal judge
